Project Objectives
To contribute to the partial re-alignment of the “GMES Emergency Response in Africa” agenda, from technical activities focussed purely on risk and poverty reduction and response using European capacities, to those more directed to building sustainable local capacities, leading to real wealth creation in Africa. This will be achieved through the two sub-objectives:
- Enable the integration of African requirements in the definition of future operation of the Emergency Response Core Service in Africa; and
- Encourage the strengthening and building of regional and local capabilities, to allow African users and policy makers to access the EO-derived information provided by the Emergency Response Core Service.
Further technical sub-objectives flowing from these are:
- Exchange information, mainly through training exercises, on the operation of the GMES Emergency Response Core Service and the International Charter Space and Major Disasters and;
- Improve the quality and efficacy of the GMES Emergency Response Core Service itself, through consideration of requirements gathering exercises and the ingestion of in situ data.
Methodology
To involve the African user in the implementation of GMES in Africa, the project will:
- engage African organisations through the EIS Africa knowledge network and the AARSE association
- train the users on the International Charter - Space and Major Disasters to request remote sensing data in case of natural disasters
- improve the GMES Emergency Service for Africa; building upon the current methodologies employed within the GMES Emergency Response Core Service, to consider potential improvements to the various products being offered, by engaging African organisations to provide in situ data and knowledge relevant to the various crisis situations. These improvements will mainly focus on following services:
- Rapid Mapping
- Refugee / IDP Camp Mapping
- Background Mapping
- Food Security
- Multi-risk (seismic/floods) Response
(Expected) Results
Improve and expand the African user network, as well as influence the GMES/EC FS approach for Africa.
VITO Contribution
VITO is the work package leader for WP3.4 on Food Security. It is part of the overall WP3 work package on improving the GMES Emergency Service for Africa which is lead by RCMRD. Within this specific WP information will be gathered by the Centre Royal de Télédétection Spatiale (CRTS) in Morocco and Geosas (Ethiopia) on food security related topics in their countries and region. This information will be integrated with user feedback from GMFS stage 3 and compiled in a report to support and guide the food security approach in the GMES service for Africa.
